[2.3] Culture-related bugs with the Create Hungary decision

Playing with vanilla, no mods, here is what happens to me whenever Hungary is created in the 867 start date via decision:

a) King Almos changes culture, either to Khazar or Russian, upon enacting the decision; and
b) The Hungarian culture survives in the area of southern Ukraine.

Whether b) may be WAD, I doubt a) is.

This bug is still present in 2.3.2. Sorry for pushing it up, I think it's important when playing in 867 and it's a very annoying bug.

Not able to reproduce this, King Almos remains Hungarian in my game, and the area of southern Ukraine becomes Russian culture.

I've tested this again. The Magyar king remained Hungarian in two tests, but not all hungarian counties in southern Ukraine changed their culture. Which ones change and which not is apparently random.
