As the title says, I get a CTD on "Loading Flags" when running the game.
I've done a clean reinstall 3 times, and the game still does not work.
Also, I updated my video drivers yesterday.

I have the same problem. My error log is exactly the same, but I have different video drivers (AMD) and a 64-bit system (CPU and OS).
Also this current version of CK2 (2.3 with all expansions except Sunset Invasions) worked fine just wednesday, but today it wasn't able to load past about halfway the loading screen. My computer hasn't rebooted since I played wednesday until just now after I had the game crash on me a couple of times.

Restoring the version back to 2.2.1 allows me to play again.

I just noticed that it says that my system is x86 and that I have 0MB of system memory.
I have a 64-bit Windows 7 and 8GB of RAM.
I really have no idea what the heck is going on.

A complete clean install like this:
- move any valued save games elsewhere
- "delete local content" in Steam-CK2
- manually delete all files and folders left under Steam\CK2 AND Documents\Paradox\CK2
- re-install game in Steam, run a Steam Verify when done.

did manage to get the problem fixed though. Maybe your clean install was not as thorough as this? Or you might have another problem than I did after all.

Did all of that, it worked, then for some reason it stopped working.
Moved a copy out of Steam, it worked, then, when I run it with a mod, it doesn't work.
And then vanilla doesn't work at all.

Never mind, fixed by copying the game out of the Steam directory and uninstalling it from Steam.
It works fine now. :)
