The Seljuk never arrived on stage, cant say anything bout them, but the Ilkhanate and Golden Horde did.

Both these hordes are bugged: the Ilkhanate never declared a war. It's 1430 now and they still walk around with their 100k doom stack. The Golden Horde did conquer a single county, they settled down, probably due to the 'cant disband levies' bug, and never did anything after that. Sometimes some random guy inherited the county, after which it wend back into Golden Horde hands a generation or two later. 120k man idling around for over 200 years.

Strangely the Aztecs did work out. With the disband bug, so not very aggressively, but they seemed to work fine.

I suspect the recent AI issue with dismissing levies might be at fault. But I'll try to keep an eye on the Mongols any way to make sure that they work as they should.

Also another thing about mongols: if they manage to conquer a county they will change culture immediately, becoming for example Turks, thus losing their bonuses of Mongol horde.

This was reported far earlier than 2.3.

The Ilkhanate issue is probably rather simple.
I fired the event manually through the console (event 60000 and 60001 and 60002)

They have no county , nor enough prestige to declare an invasion, thus they don't do anything.

They are not automatically at war.
They need a county do declare a county conquest (which they can't use against other tengri), but they don't have a county.
They need 500 prestige to declare an invasion, but they have exactly 1 prestige.

(The Golden Horde ruler is played gets 1,06 prestige per month. That's 40 years to live to get the prestige. IF he lives that long).

-> Comatose Ilkhanate.
Same for the Golden Horde.

Conclusion:
I suspect they spawn then wait an awful long time until the character gets the prestige, as long as one ruler lives long enough and that is probably quite hard without any landed titles,
then conquer the closest target, which might be a a small county as the map back in the east is often cluttered with small ones at that point in time and wait again for the 500 prestige.

Brilliant.

As far as i recall, most reports suspected the issue being connected to the CB changes (the CBs available or requirements changed, not sure) for mongols several patches ago.

edit: Not to forget that if they conquer some land, that might still be tribal , so they probably invest their prestige into buildings instead...

By the way, they get 5000 gold.

Errr...was that supposed to be 5000 prestige instead ? Otherwise i don't know why they have that gold. It doesn't help them much without a CB they can actually use, ya know.

I have also reported this ages ago. And it affects game balance. I believe you should change the requirements for the Seljuks to appear.

EDIT: I believe that if someone else is already at war against whoever controls Khiva when the Ilkhanate arrives, it cannot use it's CB.

I want to add the Ilkhanate typically surrounds the Golden Horde on all sides so, most times the GH ends up sitting in one county and doing nothing until the Ilkhanate is weak enough for them to declare a war and end up fighting each other. It would be nice if they had separate CBs upon spawning so that they both expand (in opposite directions) before they decide to duke it out.
