It seems as if factions *are* broken.

I have an ironman save, with all the functional DLC's except 'Sunset Invasion'. I tried to persuade a neighbor to join my faction. He never did, but I decided to go to war anyway. Demanded my claim, the current duke said 'I will fight you! War it is!', and ... nothing. No war, and I immediately have the choice to send the ultimatum again.

Waited a month, and sent it again. Same response.

Anyone else having this issue? Has anyone ever launched a successful faction?

Did a few testing scenarios, and I'm unable to reproduce this.

What/who are you playing as? It sounds like your liege is a duke, so I'm assuming that you would be playing as a count. Is that correct? Other than that, who is your liege? What titles does he have?

What kind of faction is it that you have started? Does it have any other members besides yourself?

Try to be as detailed as possible with the current scenario. It would also be great if you have a save game available where this is easy to reproduce. :)

Huh. Happened twice to me, so I assumed it was a reasonably common thing. Right... proper bug report time :D

Playing as the son of the starting Duke of Sicily (Count Athanasios of Syrakousa) in the Early Middle Ages start (currently 797). Since the Duke of Sicily is a Viceroyalty, when my father died, I lost it, and Count Ambrosios gained the Viceroyalty. Then a new Byzantine Emperor took the throne, converted to Orthodox, and the Zealous Ambrosios refused to convert, so his Viceroyalty was revoked, and given to Strategoes Leon II of Sicily.

After rushing a Castle Shipyard, I created a faction to place me on the throne of the Theme of Sicily, and placed my Spymaster in Ambrosios' territory and blackmailed him into joining my faction. He never did, despite promising to do so. (Note that in the savegame, Ambrosios has the '-10 Coerced into joining a faction' diplo penalty, and my spymaster can't convince him to join my faction.

Then, I tried to 'Demand Installation of Claimant', which did nothing.

Steps to reproduce:

Load save-game.
Click the 'Demand Installation of Claimant' decision
Wait 6 days. The Strategos *should* realise you only have 70% strength, and refuse the demand.
Click 'Then war it is!'

Expected behaviour:

I declare war on the Strategos, and get absolutely trounced because I have no people backing me up.

Actual behaviour:

No war starts, and the decision to 'Demand Installation of Claimant' is immediately available again that day.

I tested this out and I was given the title. Two times, in fact. The one time that I was refused, I was able to fight the war against the strategos. Not sure why it is bugging out for you.

Playing from CM start as Duke of Benevento, I invited both Duke of Ivrea in northern Lombardy and Duke of Friuli in northern Lombardy to join my faction to install me as King by force.

They disappear in just days with what looks like a leave plot demand from the King or they leave on their own volition. I watched Duke of Friuli join and with the faction pane screen still opened, advanced the time on speed 4 out of 5, and saw the portrait appear when they joined and disappear in just days.

I had my spymaster and councilor in both of the duchy capitols to raise relations and scheme.

Tried to start a faction in other games, both ironman and normal, and didn't run into any problems (Although I was tribal and Tengri). So by the looks of it, somehow my game got into an odd state where I can't launch factions, or add faction supporters, but in other games I easily can. Very odd... So it isn't a problem with my installation, just that single game.

(I couldn't add supporters in my other test games, but that didn't stop me from launching a war)

Thanks for the provided information. I looked at your save and was actually able to reproduce the issue. However, I think that the actual bug is that you shouldn't be able to use Claim factions against Viceroyalties. So that might be why the Revolt war doesn't start as it should. Anyway, I'll take it up with the programmers and see if we can get it fixed.

And just to be sure and rule out the possibility of it being two separate issues, you haven't gotten the same issue outside of this happening against a Viceroy?

I am currently not being able to scheme other dukes into my lower crown authority faction with my spymaster. I had the event pop twice and then I strongarmed them or whatever and they said they would join my faction. They never did. All dlc active except sunset invasion. Thanks.
