[2.3] (BTOF) Dismiss Realm Fleets button not working

Description: I cannot dismiss my vassals fleets because the button to do it doesn't work.

DLC's: I use all the DLC's, unit packs, and portrait packs.

Mods: I don't use mods.

Reproduction Steps:

- I play with any character and boomark

- I raise the realm fleets with the button to do it. Ok.

- I try to dismiss the realm fleets, but the button doesn't work.

- I must to dismiss the fleets manually (fleet by fleet).

Observe: with the old version 2.2.1 and before the way of life and iberian packs, the Dismiss Realm Fleets worked fine.

The personal fleets button works fine.

i think it also effect land armies too (though im using mods) because when i console to some of other realm I notice that they dont or cant dismiss their armies and must be done manually, this made all their vassals hate them with like -47 for rising levies.

Yeah, we are aware of the issue and it's on our internal database. Not sure how it got broken but it should be fixed in the next update.
