If the AI is a duke who can not become a king (say if it is a vassal itself) and goes over its vassal limit it will try to fix this by transferring baron vassals from its counties to counts under its control. Not only does this not affect the vassal limit (which inevitably leads to the duke giving away ALL its baron vassals). But it really screws up the map if there is a revolt/splitting of the realm.

I wanted to convert the entire map (or a huge chunk of it) to the kingdom of Saxony for giggles, so I had Mega-Dukes, but I made my french mega-duke too big so I let him go, after a generation of splitting/revolts, France looks like Swiss . .. cheese. The duke of Flanders has baronies all over burgandy and brittany, the king of aquitane is located in lotharinga with substantial baronies all over France, and the poor king of France has almost no barons under him at all. In short, a big mess.

On a side note, any way the holy war CB could be changed so it can be used if someone holds baronies in more than one county in the duchy? Gonna take a long time to county claim all this now.

To recreate:
1. Start as king of Saxony
2. Console-Curbstomp the Karlings off the map
3. Give a feudal (so he has baron vassals) duke as many counties and count vassals as he can hold without being over the limit, and see him be happy.
4. Give him one more count vassal
5. See him give control of all his baronies away.
