Here is the fastest way to repro:
1) in 1066 startdate, play as King of Navarra (the only independent Basque ruler on the map)
2) my brother is my only vassal: imprison him (he now has the -30 Imprisoned modifier, so far so good)
3) banish him, gaining his county
4) he is freed from prison, and...

Expected:
- he leaves to a foreign count
- I get a little bit of his money
- he gets opinion modifiers reflecting that his titles were revoked

Actual:
- he remains in my court (I can even assign him as councilor, etc.)
- I get none of his money
- he does not have any negative modifier reflecting his loss of titles

Then wait a few years. I'll eventually get a notification that he died in my prison. Please note that he was not in prison.

Been looking at this and after some investigation I found that this is the case for all landed characters. You get the characters title but they remain in your court. If imprisoned and banished yet again, they will end up in another court. Cheers for spotting this, will add it to our internal database!

Edit: After several more tries on the same characters, on occasions they do get banished to another court, but within your realm (which is still not WAD)

Is banishing coded to only send people to a court of the same culture? Because if so, that's probably your problem. I don't know that there are any other Basque courts.
