[2.3.4 vallina]ai can't deal with viceroy titles well

i think developers hope viceroy ai always keep 1 minor-viceroy title at most
but this rule seems not enough for ai to handle every situation like...
if viceroy ai has demesne(s) in its minor-viceroy vassal's de-jure land, ai will always try to revoke it(because ai can revoke it freely), after revoking, ai can do nothing but granted again, and revoke and grant and revoke and grant, repeadly

all of these things are fxxkin' annoying

btw, in my opinion, a viceroy should not has its own crown authority, he is appointed by his liege and his crown authority should come from his liege.
And now, because a viceroy has own crown authority, his vassals can start claim faction to overthrow their viceroy, who is appointed by the top liege; and even though the top liege set absolute crown authority, his viceroys can declare wars each other--------hey,anybody respect their top liege?
