2.3.4. timer to change law for kingdom resets on founding empire

Playing as a Jewish Abyssinia and Nubia and managed to usurp Egypt. The first two kingdoms were primogeniture while Egypt when usurped was gavelkind. This was in 1222, since then I founded the empire of Abyssinia but for some reason it is 1233 and I still cannot change the law from primogeniture due to the 10 year limit. While I do not know for certain what is causing this it does clearly state that I am king of Egypt since 1222. If it is due to the founding of the empire then it will take till 1238.

It is indeed related to creating an empire title, the 10 year reign thing is reset upon creating any empire. I'll add an issue to our internal database.
