As we've revised the way governments work, this should no longer be possible. If you still have the save game, it'd be great if you uploaded it and shared it with us, so we can make sure the issue doesn't persist.

It appears to work well in our internal build, so I presume the underlying problems have been fixed. Thank you for the savegame!
