[2.3.4] (RYEW) Can't welcome the Jews

Started as the king of Abyssinia in 769, sent my heir to a Jewish court so I could convert to Judaism.
Shortly before my Miaphysite King dies I take a loan from and expel the Jews.
A while later when my Jewish heir had taken over I realised I still had the penalty from expelling the Jews but couldn't invite them back. As soon as I religion swapped back to Miaphysite, while still paused I could invite them back.

I'm using Arumba's hotkey mod

I have all of the major DLC but I lack most of the cosmetic packs.

Reproduction Steps.
1. Expel the Jews.
2. Heir is Jewish(Religion)
3. When heir takes over he can't welcome them back

The decisions aren't available to Jewish characters. That is by design. But it might be a good idea to automatically allow them back if the Jews has been expelled previously, and your new ruler is already Jewish. I will take a look at it.

UPDATE:

Actually, while you don't have access to the decision itself, if you become a Jewish character, you will now always welcome them back automatically. So expect that to be fixed in a future patch!
