I have started a game as emperor of the byzantine empire, where I have used the ruler designer to make a custom character of the Orthodox religion rather than the default Iconoclast start at the 769 bookmark. Now for some reason I can not appoint an Orthodox ecclesiarch even though I have several Orthodox men in my court and as direct vassals, even used the "invite holy man" decision twice but the list when trying to appoint an ecclesiarch remains completely empty.
I suspect this might have something to do with the ecumenical patriarchate currently being Iconoclast, and I haven't collected the 1000 piety I need to restore it back to Orthodox yet. Might look like an intended mechanic - however, I remember other games where I have turned heretic from my parent religion or have adopted a minority religion some other way and still was always able to appoint a court chaplain of the respective religion as long as there was someone around who followed it. In light of that, I do believe this is a bug.
