I'm playing a game as Republic of Pisa. I was the Serene Doge and had just started a seize city war when my rule died. I did not win the election and so my next ruler was simply a patrician. As best I could tell all troops I had raised while Doge remained fielded, and the war was continued by the new Doge.

The bug is that while there were no troops in the field I could control, my personal patrician levies were completely depleted and I was still paying expenses for raised levies. It appears that when my Doge died and the ai Doge took over, he took all of my personal troops that I'd raised, but they still counted as mine at some level, so my levies were depleted and I had to pay for them.

As my levies replenished, I was free to raise them, but doing so further increased my expenses.
