Hi, so I'm playing a game starting with Eric the Heathen in 1066 - my dynasty is currently in control of the kingdom of Sweden (and most of Finland). Recently though, the christian Gotland republic demanded independence after a particularly taxing war with Denmark that had left me with little money or troops, and I decided to grant them freedom rather than potentially lose a war.
After a few years, I'm up to full strength again, and use the conquest CB to invade Gotland - the war is a success and I take the county. However, the leader of the Gotland republic keeps the Duchy of Gotland title in addition to his house title and his independence. He has no other titles to speak of - no baronies or counties. I had been planning on setting up a pagan republic vassal there but at the moment cannot grant my county level mayor the duchy as this other guy still has it. I'm guessing this is a bug?
