Both of the decisions to change tribes into castles and cities require that you are either feudal/republican or have a feudal/republican liege. There is no way for a theocratic character to convert tribal holdings, nor for their vassals to do so.

I do not think this can be called bug. But I would let converting to feudal if one has theocracy liege

There should also be a decision for a theocracy character to convert tribal holdings to temples, that way they can actually do something with the holdings.
