Description: I had multiple kingdoms in the 14th century, I was fighting some rebellious dukes who wanted one of my kingdoms, and I reached 100% war score, so I went to Enforce Demands; but the Send button was greyed out. Mouse hover over the button told me that I couldn't send Enforce Demands because none of my enemy's holdings were occupied by X. X was a ruler outside my realm who was fighting a separate war against my enemy at the same time.

This reason doesn't seem to make sense to me, so I suspect it's a bug. In the past, whenever I got 100% war score, I could always Enforce Demands.

I went on besieging for several more years, the war score remaining constant at 100%, until eventually my enemy decided to surrender.

Major DLCs: Legacy of Rome, Charlemagne, Way of Life.

As Dracko mentions, this behavior is WAD. Any revolt against you cannot be occupied by any third party in order for you (or them) to end the war. This is made so that one cannot just declare war against someone in a revolt, blitzkrieg them down, and win before the rightful ruler has a chance to react to the situation.

This is WAD. Faction wars can not end while a holding of the faction is held by a third party.

Thanks. It may be worth mentioning that the mouse-hover message on the Send button was wrong. It said that none of my enemy's holdings were held by X; it should have said that some of my enemy's holdings were held by X (which was indeed the case).

Thanks for the reply. But in this case I was the rightful ruler, and the relatively weak intervention of X was irrelevant: I would have won the war more easily without it. As it turned out, I had to waste years of time and money on overkill, besieging and occupying four or five counties entirely, because the rebellious dukes were down and out but wouldn't surrender.
