[2.3.4 EMNO] (Nearly) Endless Decadence revolt.

I am playing as the Jewish King of Abyssinia on Ironman mode. This is the second time the Abbasids have gotten into such a war. The Abbasids hit 100% decadence, a decadence revolt happens, they fight and then it gets to a point where the warscore is stuck at 85%. The revolters have hired troops, but they do not appear to be on the map. I can't see what happens, but I found a similar situation described beforehand, which may give some insight.

Additionally, the first time this happened I was playing in 2.3.3, but I didn't pay as much attention. That revolt also got stuck at 85%, and it ended after I assassinated the only remaining leader. I assumed it was a one time thing till it got stuck at 85% warscore again in the same game.

This doesn't always happen. One time the Abbassids crushed a decadence revolt and it ended. I do not know if they hired troops that time.

DLCs: I have all the main DLCs enabled. I also have the Customization pack and Songs of Albion. I have the Ruler designer, but it is not enabled.

Mods: None.

To Reproduce: Keep a close eye on the Abbasids and wait for their decadence to spark a revolt. Hope the revolt hires troops.

The issue with Decadence Revolt hirelings appearing outside the map is already being tracked internally. Thanks for the report though!
