The Duke of Gascogne in 769 has vassals but not provinces of his own.
As a solution to that, from what I've read, the County of Navarre was aligned with Charlemagne at the time, so it seems more sensible to me to give it to the landless Duke of Gascogne than the Umayyads.
There are also landless Kings of Frisia in 769 (WAD?)
