This guy is related to me, he is in my council, and currently have 3 wards - a bastard, my brother and my cousin.

As far as I remember I have placed the two eldest, those of my dynasty, as his wards myself. I am unsure with the bastard, if I have given him as his ward. He however, the bastard, I have changed his dynastyname at some time, which was a generic bastard dynasty to something different, and edited his COA. That might be the only "odd" thing I can come to think of.
Otherwise this guy have been my steward for many many years, and have been working in my capital the whole time.

This is wierd. All the children can only get assignment from you as you are the court head and they are your relatives. There are no events for wards that could mess it up.
Perhaps it has something to do as I described, that because I have changed his dynasty name+COA - can't remember when - it might perhaps somehow have "reset" the ward amount...
