[2.3.4] Can't designate Regent

I recently noticed I couldn't give out "Designated Regent" honorary title.

When confronted with the issue, I first checked my court and vassals to see if anyone already had the "Designated Regent" honorary title and sure enough - there was a baron in one of my previously conquered counties, who had it - apparently he was designated by his former liege, before I conquered the county. Revoking his honorary title didn't make it available for me to give out again, however.

Probably because I myself was a designated regent of my own liege.
Related issue - honorary titles persist through forceful change of liege, while they probably shouldn't.

The issue with not being able to hand out the same honorary title as the one your liege has given you seems to have been resolved internally, but the fact that they don't reset on liege change is definitely a problem, so thanks for the report!
