Playing in Ironman mode as Emperor of Britannia having started as petty king of East Anglia, year is now 1217AD, successfully united the kingdoms, successful crusade for Andalusia (now part of Britannia), 2nd successful Crusade for Kingdom of Jerusalem (they succesflly Jihad'd it back), have just finished first holy war for Tripoli, and handed that off to my vice-regent dood, my son....and transferred the newly created vassals over to him....
Back to declare war on the Umayadid empire for the rest of the "old" hispanic empire, and I cant declare war now on ANYONE....

You cannot declare war whilst you have Army Levies raised.....

Go to miltary tab,

Armies raised = zero
Retinues Raised = zero
Mercenaries Hired = zero
Holy Orders Hired = Zero
Fleet levies raised = zero

I have nothing raised ANYWHERE....or hired, even ended up destroying my Retinue trying to figure out why I cannot now declare war on anyone due to having an army raised somewhere, that I cannot see or control, or even find.

Every screen shows Zero raised levies or from Demense, for both armys, ships, mercs and holy orders...
Not a single fighting man in any or my empire, except for the Dukes etc doing their own things with their own little armies....

Thought it might correct itself, sped through a year, still cant declare war, still zero armies raised?

Anyone can run your ironman games, they just won't get achievements. Upload a copy, if I can find a resolution I will let you know. Else it will allow the QA guys to maybe find a cause to stop the issue from happening again.

I just seen the video you added. First thing slow down. On the right hand side there is a window that pops out, I was not able to get the few frames where it was extended.

Open that and see if there is an army listed there.

I just did as you said, and I think you solved my problem..... There is an Army of 4 men, sitting in the Papacy with a bishop? WTF!!!!!!!!!.......

Why is it not listed on my Military tab as an army? Or could I not find it any other way.... I hardly use that popout menu to the right as it annoys me...prefer the tabs...
but obviously they are not linked/connected very well in the background if that popup window can find an army of 4 men, but my main military control tab where I raise control my armies cant....

Major frustration...... Also how the hell did I end up with an Army of 4 men, in the Papacy in Rome, with a random bishop heading them?.......Bizarre.... Was that like a bonus free Amry of 4 men for Winning a crusade?

Probably an inheritted army from a vassal that just died or you revoked a title from or something. Perhaps the troops were even from a holding that is no longer within your realm. Difficult to say.

Thank you heaps for your help, still worries me that you can end up with an Army not listed in your Military tab, that you cant dismiss from that tab, and the only way of finding it is via that popup window.... I have literally 1000hrs playing this, and first time anything like this has happened.... Major frustration lol....
Thanks for quick response and help.... Will use that annoying popup window more...and wont trust my MAIN military tab to be accurate anymore haha...

Should add another tab to the Military screen, Armies from GOD.... Dont cost you anything, not worth anything, not good for anything, didnt ask for them, didnt raise them....but here they are, all 4 men, and a bishop!

The bishop of St Andrews is leading them, their are 2 Bishopric's pwn3d by the papacy in Scotland, but how the hell did an army of 4 men end up in the papacy that is not registering on my military tab!!! Yet stopping me from taking military action!

I'm glad you solved the issue, and as Dracko81 pointed out, it might happen that you sometimes inherit a vassal's levies. They should disappear whenever you raise troops and lower them, but as shown by your issue, you might not be able to actually lower them if you don't have any other levies raised first.

I'll look into it and see if there is anything we could do to make them visible in the military tab as well.

Confirmed!

1/ Playing the Tulunid Empire, having vice-roys (sultanate and emirat style)

2/ my large realm in 1238 is currently from Cordoba, all (north, west, east) Africa to Jerusalem & Medine and a separate realm around Bagdad

=> so, when one of the vice-roy die (quite often), I get the emirat/sultanate back to the Badshah (Tulunid Emperor) and all his levies (army+boats)

=> un-zooming make the levies dissapear so I need to zoom enough all around the realm to check & remove each of the levies (one by one) before being able to declare war

Definitely, the realm+vassal lower buttons are not enabled when the vice-roy dies.

For me, it is very painful as I mostly conquer lands using my realm mercs (5000 from owned holy order & 15000 mercs lead by the Emperor) => I do not use my own or vassal levies
