Teutonic Knights created a custom kingdom. The kingdom's succession law is Agnatic Gavelkind. The order itself stays at Agnatic Open. The current Hochmeister's son is the successor of both.
Since the lands belong to the order and not to the Hochmeister personally to dispose of as he sees fit, he should be able to elevate the order to a kingdom but not to create a kingdom for himself — unless he pulls off a coup or something like that, which I'm not opposed of, but it should be something to plot for, not the default turn of things.
To help fix this situation I suggest replacing the order's titular duchy with a titular kingdom, deleting that duchy and transferring the order's business to the kingdom title.
