Landed characters (count-level and above) on my council can't marry or remarry. Landed councilors don't appear as a marriage option when one tries to negotiate with them. I have to fire them in order for them to marry. I believe that the problem is that landed characters need to be in their own court in order to marry, but counselors are in their liege's court or wherever their liege sends them.
