Last time I made a similar report concerning c_Istria and c_Aquileia (which were properly Lombard/Italian in both 769 and 867, only directly under dukes of Bavaria for some years in 10-11th century, otherwise with some German influence in association with Carinthia), it was moved to the suggestions forum by a moderator who claimed it was not a bug but a suggestion on how to improve the historical accuracy of this game. A request for reconsideration was denied and in not particularly polite terms at that.
So are these posts allowed here or not? Because it's not consistent when sometimes they are accepted, added to internal database and thanked for, while at other times they are removed by a moderator.
Anyway, here are the wiki entries:

Of the available starts, association of Istria and Aquileia with k_Bavaria starts making sense only in 1066 and 1071, but by that time it no longer makes sense treating Bavaria as a kingdom rather than a bunch of duchies in South Germany. By Third Crusade (1187), this association is actually obsolete, because the Patriarchate should be more prominent.
In 769, Bohemia is, for no apparent reason, part of Germania, instead of the Wendish Empire like it is in 867, even though it had no ties to the Germans until the HRE.
This probably comes from:
1. the controversy as to whether Bohemia should be treated as part of the HRE (I believe yes, but historians vary in opinion)
2. the difficulty of handling, in simple CK2 terms of much approximation, the status of certain dependent countries that were under the suzerainty of a larger neighbour (Bohemia, Poland sometimes, Wales or Scotland sometimes, Pomerania most of the time) but not parts of that larger realm.
Hence perhaps different researchers were in charge of history files in CM than in TOG and the treatment of Bohemia wasn't consistent.
