Please refrain from thread bumping. We do not ignore threads, but try to do them in an orderly manner. Sometimes, this means that some threads might take a a day or so extra before being answered. We don't to it to be mean, just to try and cover as much ground as possible. 
As for your issue. I would expect it to behave the same as any other Primogeniture title, so it's most likely some issue there. I loaded up your save and can clearly see the problem. I also managed to reproduce the same behavior with the Byzantine Empire in a fresh save. So it's not your save game at least. I'll file a bug report of the issue and will have to check it out with Doomdark.
