All the DLCs I own (as show below my avatar) are active (+Way of Life). No mods at all.
The succession of the Roman Empire seem to be bugged.
I hold two titles of any note; the Roman Empire and the Kingdom of Lombardy. Both titles have High Crown Authority, both titles are Agnatic-Cognatic Primogeniture.
My Emperor have four sons, none of them were Born in the Purple. While my eldest son were heir, his own son were shown to be second in the line of succession (to all titles). However, when the eldest son died, things went iffy. The Kingdom of Lombardy still adhered to the regular Primogeniture rules, and the Grandson became Heir. However, for the Empire, my second son became heir instead. He was not born in the purple, so there's really no reason for that - giving my grandson the Despot title didn't make him heir either.
(Slightly less relevant: the succession line seems odd too. My second son became heir, second in line is my third son, but third in line is the grandson, not the fourth son. I have no idea why that is.)
It seems like the Roman Empire Primogeniture only applies to first generation, e.g. my rulers' children. Grandchildren seem to not be considered unless their parent is alive, which means they can never be heir. That certainly seems bugged since then you can't trust Primogeniture to actually act like Primogeniture when there's no Born in the Purple children.
I've encountered this earlier too, but didn't think to post about it then, but this certainly seems like a bug (and an easy to reproduce one as well). Just be Emperor of the Roman Empire, have at least two sons not born in the purple, have the eldest have a son of his own and then die.
Edit: Added screenshot. However, the Kingdom of Lombardy don't show as I gave it out as a Viceroyalty to avoid losing it. The Empire succession issue is shown quite clearly though.
Edit2: I even now noticed on the screenshot... Weird that Sigibuld's son's aren't ahead of his brother and his nephew in the succession. Something is very very weird.
