[2.3.3] Crash bug if arrange marriage is opened twice

Opening the marriage selection dialog when it is already open leads to a game crash.

This bug is similar to the other bug reported here which causes the game to crash if the title claimant interface is opened while it is already opened:

Steps to reproduce:
1) Find an unmarried character and click them to open the character detail
2) Click on the pair of rings to open the arrange marriage selection list
3) Click on the pair of rings again
4) Close the arrange marriage selection list
5) Hover the mouse over the character detail page and the game will crash

Other steps that can also produce a crash:
1) Find an unmarried character and click them to open the character detail
2) Click on the pair of rings to open the arrange marriage selection list
3) Click on the pair of rings again
4) Click on the dynasty shield in the character detail window to open the dynasty tree for that character
5) Click on any person on the dynasty tree and the game will crash
