For the last 4 or 5 rulers, any time the trade route event chain begins, I'll successfully get to the learning check where the target becomes annoyed with your steward and you appease him with your high learning, but no further events in the chain ever fire. Normally when the chain fails, you'll get an event saying that the target hates you and becomes your rival or something, but it's just forgotten about completely, even after decades with the same ruler and focus. I've checked that the target ruler has not died. This is in ironman.
Edit: I have all DLCs except a couple music packs, and everything but sunset invasion are active. The only mods are purely cosmetic and do not affect achievements in ironman. I've tried uploading the save but the tool did not work, so I'll try again later.
