I started a Charlemagne game (all DLC) and worked my way up to be a Republic in Ireland, starting as a Tribe. Several of my vassals became the new patricians, but though they had fully upgraded villages in their tribal settlement, they did not upgrade them to cities. All "normal" vassals did. I loaded the game as one of them, and it turns out the option is not open to them.

Perhaps them owning a manor is making them register as having feudal holdings, and thus only allowing them to convert to castles?

Surely this is not working as intended, one would assume patricians would upgrade their tribes to cities, not castles.

We are currently doing various changes and improvements to get the game in a better state. Some of these seems to have fixed this, as I was able to upgrade my tribal holding into a city as a patrician without any issues on our internal version.

So expect it to arrive in a patch sometimes in the future.
