The bug with the "prisoner requests better accomodations" event not firing has no doubt been reported numerous times before, but I just figured out why it's happening.
The problem is actually with the 'border' line,
The space after the equals sign is not a normal space (hex code 20) - rather, it's a non-breaking space, (hex code A0), used to prevent line feeds. I believe it's being interpreted by the game as part of the name of the border graphics. Since "*GFX_event_normal_frame_intrigue" is not a valid border, the event doesn't fire - and numerous other events, particularly in that same file (imprisoned_events.txt) are similarly afflicted. That's my best guess as to the reason, at least. What I know is that when I replaced all the A0 spaces with regular 20 spaces, the accommodation events started firing again.
edit: Hey, the forum software is even replacing the non-breaking space with an asterisk when I post. How about that.
