I originally posted this as a reply here, but realized the thread title of the old bug report wasn't really referring to the same thing, and was probably fixed.
The Golden Horde, Il-Khanate, and the Mongol Empire are all unable to change succession laws - there are simply zero options in that screen. In addition, the Aztecs are also affected. The Timurids, however, are fine.
This appears related to the landless = yes tag in landed_titles.txt - it is in common to the 4 problematic titles (and Timurids have that commented out). This is easily verified by modding another title (say the HRE) with this flag, resulting in said title being unable to change succession laws.
Alternately, removing said flag also fixes the issue, but that probably creates issues with the horde spawning events (the Timurid events are very different from the others, where Timur is spawned in someone's court, an adventurer invasion is triggered for him, and only once he has land is he given his horde and the title).
