[2.3.2 MMUR] Event: Pope angry with free investiture when no such condition exists

I received this event which says the Pope is angry with my Free Investiture law when my laws are set to Papal Investiture. As a result, I am given the opportunity to "change" it to Papal Investiture for piety and a positive opinion modifier with the Pope. Consequently, this ruler hasn't changed a crown law yet.

My ruler is the King of Sicily. He also holds the Kingdom of Venice (which uses Kingdom of Sicily's crown laws). Since he holds titles within the de Jure Byzantine Empire, that title is also displayed in the Laws panel. The first screenshot clearly shows that the current investiture law is Papal and the second confirms that the Kingdom of Venice (the title referred to in the event tooltip) uses laws from Kingdom of Sicily. This event should not occur under these conditions.

My ruler is Catholic and independent.

Is the kingdom of Venice titular in this case?

Crown laws of seperate kingdoms only apply to de jure kingdoms of empires from memory or titular titles.

The second screenshot clearly says "The crown laws of Kingdom of Sicily apply in Kingdom of Venice."
