As an empire the dukes of your realm no longer show up as valid election choices for yourself. Only your unlanded direct family members and the kings you reign over. This causes the elections to almost always favor unknown dukes because the emperor has very limiting crappy choices while there are often much better dukes being voted by on the majority.
