My capital county has the modifier "Stone Quarry" which supposedly gives "Local Build Cost Modifier: -25%". Except the build costs in that county are the same as every other county I own.

As a general rule, don't bump threads unless a) the patch notes said it was fixed but it wasn't (although a more comprehensive bug report is far better, because it implies the problem is more complex than first thought) or b) there has been a major patch. Think if it as not needing to tell QA what it already knows.
Noted. It's just that he indicated the need to bump it. And it's not the only feature of WoL that just plainly doesn't work. "Pledge peace" should give you +20% maximum vassal armies, but it doesn't.
