Description: When you upgrade your administration from feudal to imperial, it increases the vice royalty law to allow handing out duchy level vice royalties, event though you need Legalism L8 to do it otherwise.

Replication: Upgrade the law Administration to Imperial.

This might be WAD, but if it is surely the law should be upgradable if you have Imperial Admin I downgraded the law in my current game, for reasons, but now I can not upgrade it back to duchy vice royalties (without downgrading to feudal admin and back to imperial that is).

I'm pretty sure Imperial Administration granting duchy level viceroyalties is WAD (cf 2.2 patchnotes) Its not of great use to a non-expanded ERE otherwise.

Added Imperial Administration Law for Byzantium ( Increases vassal limit and allows viceroys on both kingdoms and duchies while slightly lowering feudal vassal opinion )

Given that, the issue is more that you can downgrade/cannot upgrade the law if you have it. One of those conditionals needs to be changed (ie you can ignore the tech requirement to upgrade if you have IA, or you cannot downgrade while having IA)

Imperial Administration is not limited to Byzantium. Byzantium has Imperial admin already in place, as well as duchy viceroys.

The 2 laws are seperate, so raising one to imperial, should not change another. Unless you just want to merge the 2 laws into one.

It is actually WAD. If you raise you Administration law to Imperial you get the Duchy viceroyalties laws implemented. It's even in the tooltip of the Imperial Administration law.
