2.3.2- Max Galleys/Ships being set to zero when raised

I saw this issue in 2.2.1 initially, but it seems to have returned in 2.3.2.

More likely that they have not fixed it yet. Since they have acknowledged it in your other thread, there really is no need to create a new thread.

It was working in a prior patch, though, between 2.2.1-2.3.2.
