[2.3.2] Kingdom of Saxony Cannot Be Formed Post-769

What the title says. I have fulfilled all the requirements to form the titular Kingdom of Saxony (the one held by the Pagan Old Saxons of North Germany) and am unable to create the title, the 'create' button being greyed out.

The reason for you not being able to create the title post 769 date is because you need to be of the saxon culture, which is not present post-769 bookmark.

I had fulfilled that requirement by making a Saxon-cultured ruler-designed character. All of the requirements that it had listed I had fulfilled, yet the create button remained greyed out.
