One of my exarchies was transformed into a republic because the exarch I appointed accepted the demands of a faction that installed a mayor. This created strange borders and the kingdom title no longer would revert to me. My only recourse was to revoke the kingdom title with the requisite tyranny hit.
Given that exarchs are not hereditary, why is the exarch even allowed to accept faction demands? Since it's the emperor that appoints exarchs, shouldn't the faction attempt to force the emperor to appoint a different exarch?
