It's a bug posted before in the 2.3 B/CTOF version http://forum.paradoxplaza.com/forum/showthread.php?826286-2.3-Unable-to-raise-vassal-levies.

Anyway, I still can't raise my vassal levies as the Byzantine Empire. Not from my Greek king vassal, not from my Bulgarian king vassal (their opinion of me is 100 in the positive and their castles are filled with levies), all other vassals are okay (including other kings and dukes).
Is it perhaps a bug within the viceroyalties system (even though I'm using the feudal system after taking over the Byzantine Empire); just hinting/guessing where the problem could be located...

I'll take a look and see if I figure something out.

Is this something that has happened just in that single game (is it an older save?), or do you get it in new games as well? Are the vassals viceroyalties? If you could provide a save game in which this is reproducible, that would be great.

Thanks for the reply.

I checked today with the new patch 2.3.2, still doesn't work. So I went out to recreate the problem in a different setup.
I started the game as the Byzantines in the earliest (Charlemagne) start date, and as quickly as possible I tried to create the kingdom of Greece and turned on the feudal system (instead of the imperial),
in this case (opposed to my previously mentioned savegame) I kept the viceroyalty system unchanged (thus allowing for vicekingdoms and viceduchies).
With the feudal system in check, I gave away the kingdom of Greece (as a non-vicekingdom) to a random duke in the de jure kingdom of Greece; the problem reoccured as he wasn't able to lend me any of his levies.

The other savegame was one started in 2.3 BTOF/CTOF, so the savegame wasn't very old and the problem reoccured with the new 2.3.2 patch in a fully new game (as explained above). I gave away the kingdoms as normal/regular non-vicekingdoms.

If anything is unclear, just ask! :)

I'm sorry for posting this much on this thread. But I just gave away a county that I personally held in the de jure kingdom of Germany (East Francia) to one of his vassals, ever since I did he was able to give me levies again... Within the other campaigns (of the Byzantine Empire) I don't hold any of their de jure counties though. The vassal king of Bavaria though doesn't give me any vassal levies, even though he as well has a positive opinion of me, but he does have a faction-rebellion-war going on.

I'm just trying to post everything I come across around this problem... I hope it helps.

I've had similar problems raising vassal levies at times. Playing as an empire I would build holdings to give to title claimants and then push their claims to absorb kingdoms. After gaining a new kingdom, it would often happen that the kingdom holding the county where I gave the holding away at would declare county war over the holding at some point. After taking over the holding, most of the time I would no longer be able to raise levies from the newly absorbed kingdom until the ruler died.

I've had another problem with not being able to raise the levy of a Kingdom because I had somehow inherited part of a raised levy from a baron when he died and it counted as the kingdom's levy being raised but didn't show up for the dismiss all levies button.
