2.3.0 cannot convert to feudalism from tribal

CM start, I'm a vassal of the Scottish king, I am organised catholic, tribal authority of Scotland is absolute, I have built the stone hillfort in my capital. Why can't I convert? There's no decision in the intrigue menu.

Is your liege feudal? Your top liege as to be feudal already, or you be independent, in order to use the decision. If your liege is feudal, you should get access to a new decision to upgrade any tribal holdings into castles.

It's ok, I have figured out the problem. My liege was also tribal so I couldn't convert. Thanks for the response!
