[2.2.x] Conversion from Lombard to Italian by decision can't be enacted by HRE.

Simply put, the requirements for the Lombard->Italian conversion by decision state that the nation's capital has to be in e_italy. The problem is, if you formed the Holy Roman Empire as Lombardia you will /not/ have your capital in e_italy - and you never will, because Italy is made de jure part of e_hre. Maybe the decision should look if the capital is in k_italy, instead?

I don't think they realized that a Lombard player might want to try to form the HRE. Lord knows, the AI would never be able to since the AI Charlemagne never does.

It isn't even THAT hard - you need the whole Italian boot, Tunisia and Burgundy (maybe Barcelona too). That gives you the needed holdings and the extra kingdom needed.

Not that I'm likely ever to be playing a character with this predicament, but just to keep this thread alive, I feel your pain good sir. This definitely seems to be something that is not working quite right. Maybe Paradox can finally proceed to lower-level bugs like this one for a while and really clean things up now that the levy bug is supposedly fixed.

I just find curious how that DLC put some emphasis on history, and then going and doing what Desiderius historically wanted to do (being crowned by the Pope and being his liege) lands you into this oversight.

I don't know, really. While the current situation of Lombard becoming Italian is...inaccurate, at best, there would have been an evolution in any case to a Romance culture. It simply isn't possible to eradicate a culture that outnumbers you by that much, and no imperial title could change that (as Charlie knows full well). Currently, the decision just looks for the empire-level title, ignoring that it can be substituted completely. Smacks of bug, to me.
