Maybe it could increase the starting level of new leaders and exp gain.
I like this a lot. Maybe +5 leader levels, +100% experience gain?

Edit: And the ability to continue gaining traits on leveling seems like a good idea.

In path 2.2 Ascension perk Transcendent Learning is TOTALY USELESS
let's see:
- we have starting max 5 level cap leaders
- we have tradition Discovery: +1 ALL Leaders level cap, +2 Scientist level cap
now we have 8 lvl cap for Scientist and 6 other leaders
- we have tradition Supremacy: +2 Admiral level cap
- we have tradition
Domination: +2 Ruler level cap, +2 Governor level cap
now we have 8 lvl cap for all leaders except useless general (sorry, bro)
- we have
Policies Capacity Boosters +2 lvl cap
- ???
- profit! we have 10 lvl cap(max) without Ascension perk or pop traits, or ruler traits

SRLY tradition Discovery +3 lvl cap!!!
Agreed, make it so you can add to max level beyond 10 (so your max level is 12 now!)

Also the game really needs a way to show you your Max level above 10, so I know what modifiers I can turn off!

I agree the AP is clearly useless, given you can easily max leader level cap by other means (and you could say the same for the talented pop perk) so I just ignore them. The bigger issue for me is how long it takes for admirals to level up now - mine never get above level 5 before they die.

They should definitely implement a +min. leader level effect. It's kind of weird to get all these advances and perks and still have every leader start at level 1. Transcendent Learning could then be a way of improving your base-line across the board in addition to your cap.

What it should do instead is increase you max level but also increase you min level. So you increase your max level by 2 and your min level by 2 to get decent benefits. Also decrease leader cost and increase leader exp growth.
