My complaint with stratified society is the complete opposite of yours.
Under a stratified economy pops should not be able to be demoted from the ruler class without a societal rework.
Once you've reached the top of the social strata nothing short of revolution is going to make you move down again.
I also think specialists should have at least 5x demotion time under stratified economy.
While you argue that they'll either listen or starve, the fact is that ruler and specialist pops under stratified economies have HUGE political power.
You wouldn't just be able to remove them without massive revolts, from everyone who now suddenly didn't feel safe in their social position anymore.
And at the other extreme, in a Shared Burden society, pops should have -100% 'demotion' time, because social strata are a concept that has been made obsolete by the achievement of true communism, where someone working on a farm has exactly the same social prestige and quality of life as someone managing the planetary administration.
At the species level, I'd make Decadent a -2 cost trait, but Decadent pops should be especially reluctant to demote to Worker stratum, and new Decadent pops should have a chance to be born Specialist even if there are only Worker jobs available. (Also make it an invalid trait for Gestalt starts, if it isn't already.) There could be a converse 'Humble' trait, costing a point, that lets pops of that species demote faster.
Currently the more egalitarian living standards do get a bonus to demotion speed, but it could be more extreme in both directions.
