First, about the bug, if you get too high consecration bonus it simply disappears, the most I've got is 25% without it going overboard and triggering the bug. You can deconsecrate one planet and consecrate it again or another one to lower your bonus.
DON'T consecrate Broken worlds, there's also another bug I was about to report when I stumbled upon this thread, it gets consecrated but without the modifier so you can't deconsecrate it.
As I understand, there's four levels of consecration depending on the type of world and a random chance, Profane, Respected, Venerated, and Holy.
I assume Holy Worlds are the Spiritualist FE ones, I consecrated a Prophet's Retreat and got 11% from it alone, the next level is regular Gaias, then habitable planets, then inhabitable ones; but these are not set in stone, the RNG seems strong in this one, I got a Venerated Gas Giant then reconsecrated it and it got Profane instead.
So the best you can do is consecrate Holy Worlds, then habitable worlds you won't be able to colonize for a long time, or very small ones you don't want, then fiddle around consecrating and deconsecrating once you have excess influence to get 25% or possibly a little more.
