[2.2.1] [UPOO] Some Duchies haven't de jure capital.

Kola seems to be missing a De Jure capital. Ugra seems to have it's capital set in another duchy, most likely because the duchies were reorganized in the area recently. I'll forward both issues. Thanks for reporting!
Powys and Dalmatia can also not found its de jure capital on the map. Alsa County of Manaw acts strangly, sometimes is part of duchy of Manaw and some time is part of duchy of the Isles
I'm aware of Powys, but I'll need to take a look at Dalmatia.
Manaw belonging to different duchies sounds strange. Does it happen between different bookmarks, or different save games? It would make sense for it to still belong to it's old duchy in older save games.
