[2.2.1] Tolerance applies obly to rules, not courtiers

It appears that negative "foreigner", "infidel", "heretic" opinion modifiers are reduced by Tolerance technology for rulers (landed characters) so that they are less intolerant to others. But courtiers are not affected by this technology, and have full power of the negative modifiers towards other characters.
