2.2.1 - Max Galleys/Ships being set to zero when raised

When I raise my galleys/ships, the max total for my personal ships is set to zero (I am not seeing the same thing with my vassals' ships, however.) I can create this even with a new game with no mods, so it doesn't seem to be save game specific.
