I can only assume that due to the fact that my laptop is not very strong and I just had to wait for 4 to 5 seconds, and question marks have disappeared. These errors are extremely rare.

I completely passed the game playing only on the beta patches (2.2.0.5 - 2.2.1), at what I was going through parallel game for the republic, saxon and russian rulers, i did all Charlemaghe companies except Lombard ruler, and got some achievements for Arab ruler ... for me the game is very very stable, crash of the game never was not.

No worries, nothing to do with your laptop.

The encoding is wrong in the v1_092.csv file in localisation (as well as text7.csv), as i reported earlier here: http://forum.paradoxplaza.com/forum/showthread.php?816567-2.2.0.8-1_092.csv-and-text7.csv-wrong-sets
Should be an extremly easy fix. I'll be slightly upset if that is not fixed in the next patch.
