Description: In some plots, not all the plotters that can be invited are shown in the window. Thus you can have a plot that is say 41% initial, and 179.9% possible, but no plotters shown able to be manually invited.

Reproduction Steps: From attached save - as king of Bengal you are trying to kill Rahi Kuladuri of Mlechha Raj (yes, she's a 10 year old girl, yes, I'm a typical CK2 player), who is your vassal to the north east. If you cancel and restart the plot, you will notice plot power is 41% initial and 179.9% possible, but you can't manually invite plotters. Check auto invite plotters, and you get quite a number - basicly many of your vassals (shes hindu, assamese and recently conquered, while your bengal and Buddhist so her courtiers like her more than you, but the rest of your vassals like her more than you.
