These bugs have been around since Charlemagne, and I'm just reminding the good people of paradox of its existence. It's only real effect is supply limit, but it's still a nice thing to fix.

Yes, Rugen is also ocean terrain.

These are all known issues that I have on my to-do list of map issues. Cannot say for when we will get around to fixing it however.
